Blacklisting is a method to cut down on the amount of spam you receive. Spam is sent from a computer, and if the computer is on the internet then it has an IP address. The logic is that if you blacklist the IP addresses that were used to send spam, then it will reduce the amount you get.

The only problem with this is that alot of people do not have the same IP address all the time. Unless you ask for it specifically, your Internet Service Provider will issue you with a dynamic IP address. This means that you have a new IP every couple of days or so. If the previous owner of the IP address was sending spam, either on purpose, or as a result of an infection from a virus, or Spam-bot, there is a chance that the IP address he was using was blacklisted. If you get that IP address, then you will be blacklisted, even though you have not sent any spam.
